The Republic of Armenia has received a Loan from the World Bank (IBRD) toward the cost of Electricity Supply Reliability Project, Electricity Supply Reliability Project Additional Financing, and Electricity Transmission Network Improvement Projects and intends to apply part of the proceeds under the contract for the Audit of “Electricity Supply Reliability” Project, “Electricity Supply Reliability Project Additional Financing”, and “Electricity Transmission Network Improvement” Project.

The objective of the Project Financial Statements audit is to enable the auditor to express an opinion on the financial statements of Electricity Supply Reliability Project (IBRD Loan-80550 AM; Project ID No. P116748), Electricity Supply Reliability Project Additional Financing (IBRD Loan-83880 AM; Project ID No. P116748) and Electricity Transmission Network Improvement Project (IBRD Loan-84950 AM; Project ID No. P146199) for the above mentioned periods.

The project books of accounts provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project.

The Project Financial Statements should include 

a)      a Summary of Funds received, showing the World Bank, Project funds from other donors, and counterpart funds separately.

b)      a Summary of Expenditures shown under the main project headings and by main categories of expenditures, both for the current fiscal year and accumulated to-date;

c)      a Summary of Summary Reports or SOEs used as the basis for the submission of withdrawal applications;

d)      a Statement of Designated Accounts;

e)      a Statement of Financial Position showing Accumulated Funds of the Project, bank balances, other assets of the Project, and liabilities, if any; and

f)        Notes, comprising a summary of significant accounting policies and other explanatory notes. 

The High Voltage Electric Networks CJSC now invites eligible Auditors (All Audit firms from Employer’s country and fully acceptable Audit firms outside of Employer’s country which are included in the list of World Bank’s ECA Region Eligible Audit Firms updates as of October 6, 2015) to express their interest in providing the services. Interested auditors must provide information in electronic and/or paper version indicating that they are qualified to perform the services (brochures, description of similar assignments done under fund of International financial institutions (IFIs), description of other similar assignments, etc.).  

Shortlisting criteria are: 

  • Company’s general experience /max. 30 points/
  • Company’s experience in similar assignments financed by IFI /max. 70 points/

The Auditor will be selected by Least Cost Selection (LCS) method in accordance with the procedures set out in the World Bank’s current edition of Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011, revised July 2014).
