Invitation for Bids

TENDER TITLE:                   Caucasus Energy Network Project, Phase I + II A; Lot 1 HVDC Converter and Substations

Project/CONTRACT:           Goods, works and associated services for the Project Caucasus Energy Network

Name of Promoter:              High Voltage Electric Networks CJSC - HVEN (Project Executor, the Employer)

 

This Invitation for Bids follows the general procurement notice for this Project which was published in Germany Trade & Invest (GTAI) in the Republic of Armenia official newspapers and at the Ministry of Energy and Natural Resources and HVEN’s web-sites, on 22.07.2016.

“High Voltage Electric Networks” (HVEN) (the Employer) / the Republic of Armenia, have received loans from KfW Entwicklungsbank (KfW) towards the cost of Caucasus Energy Network Project, Phase I + II A, Lot 1: HVDC Converter and Substations. The European Investment Bank (EIB) and the EU funded Neighborhood Investment Facility (NIF) co-finance the HVDC Converter (KfW, EIB and NIF are hereinafter referred to as “the Financing Institutions”). This Invitation for Bids relates to the contract for goods, works and associated services for the connection between the Armenian and the Georgian power grids. The applicable procurement rules for this tender process will be guided by the latest version of the “Guidelines for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries” (refer to homepage of KfW Development Bank www.kfw-entwicklungsbank.de).

The Employer now invites sealed Bids from eligible Bidders for the following Project to be funded from the proceeds of the loan:

Lot 1: The construction of “Ayrum” HVDC Converter Station and “Ddmashen”  Substation on turnkey basis, as specified in detail in the Tender Documents, include the following:

Construction of “Ayrum” Substation

•             construction of the first HVDC module with a capacity of 350 MW

•             construction of 500/400/220 kV outdoor switchgear

•             installation of 400/220/10 kV autotransformer with a capacity of 300 MVA

 

Construction of “Ddmashen” substation

•             construction of 400/220 kV outdoor switchgear

•             installation of 400/220/10 kV autotransformer with a capacity of 500 MVA

•             detailed design, procurement, manufacturing, transportation to site, unloading, temporary storage, civil works, equipment installation (as well as protection, control, telecommunication and metering equipment installation), testing, energizing works and services, commissioning at “Ayrum” HVDC converter station and “Ddmashen” substations, as well as delivery of spare parts and training

•             supply of machinery, their testing and commissioning

 

To be qualified, a Bidder must demonstrate to the Employer that he substantially satisfies the requirements regarding experience, personnel, equipment, financial position and litigation history, as detailed and specified in the Tender Documents. The main qualification criteria, among others, are:

General Experience: The Bidder, being the leading partner in case of Bidders forming consortia/joint ventures, shall have an average annual turnover as a contractor over the last five (5) years of 120,000,000 EUR equivalents. All financial statements shall be certified by an independent auditor.

           

Specific Experience, Contracts of similar size and nature

The Bidder, being the leading partner in case of Bidders forming consortia/joint ventures, shall be a company having:

 

(a) Successful experience as a contractor in the execution of at least three (3) international turnkey HVDC contracts of similar size and nature within the last ten (10) years and with a contract value not less than equivalent 70,000,000 EUR. All contracts have to be completed outside of the Bidder’ home country.

 

(b) Successful experience as a contractor in the execution of at least two (2) international turnkey contracts supplying HVDC VSC technology and an individual contract value not less than equivalent to 50,000,000 EUR. All contracts have been executed or are under progress outside of the Bidder’s home country.

 

            Experience in Key Activities

The Bidder (and the joint Venture/consortium partners, in case of joint ventures/consortia) shall have experience in the field of HV substation turnkey contracts and as manufacturer of primary substation equipment. To qualify for award of the Contract, the Bidder and each joint venture/consortium partner shall provide evidence that they have substantially completed within the last ten (10) years at least: three (3) contracts of similar voltage level (380 kV or above) and complexity - rehabilitation or new construction. At least two (2) contracts shall have been completed outside of the Bidder’s (or joint venture/consortium partners’) home country.

 

Procurement and Bid evaluation process will be carried out in single stage three envelope method (Qualification, Technical and Price Envelopes), as detailed in the Tender Documents in accordance with KfW procurement procedures.

 

Bidding procedure is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

 

Tender Documents may be obtained from the address below upon payment of a non-refundable fee of 2,000 EUR or equivalent in a convertible currency [Account No. 2470139122970030 at ARDSHIN BANK]. Upon request, the Documents will be promptly dispatched by courier. The Employer shall not be responsible in case of loss or late delivery.

 

The Bids must be submitted to the address below. Bids opening will be on 22.11.2016 at 12:00 p.m. (AMT - Armenian Time), and the Bidders can participate in the bidding opening procedure. The Qualification Envelope must be accompanied by a Bid Security of 3,000,000 EUR.

 

Bids submitted after the above mentioned time will be rejected.

The Price Bid containing the price proposals will be opened at the time and address to be advised by the Employer after approval of the bank on the evaluation of Technical proposals. The Employer will be not responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Bids.

A pre-bid meeting will be arranged at the premises of HVEN (Yerevan, 1 Zoravar Andraniki str.,) on 06.09.2016 at 10:00 a.m. (AMT - Armenia Time). After that the site visit will be arranged and the costs for visiting the sites shall be at the Bidder’s own expenses. The Employer now invites sealed Bids from eligible Bidders for the following Project to be funded from the proceeds of the loan:

 

Lot 2: The construction of 500/400/220kV transmission lines on turnkey basis, as specified in detail in the Tender Document s, includes the following:

 

•      construction of approximately 8 km 500 kV line from Ayrum High Voltage Direct Current (HVDC) converter station up to Georgian border

•      construction of approximately 95 km 400 kV single circuit OHL on double circuit tower from Ayrum HVDC converter station up to Ddmashen Substation

•      construction of approximately 6 km 220 kV single circuit OHL – “Alaverdi” OHL incoming to Ayrum HVDC converter station

•      construction of approximately 4.5 km 220kV double circuit OHL– “Marash” OHL incoming to and outgoing from Ddmashen substation

•      construction of approximately 0.5km 220 kV single circuit OHL – “Noraduz” OHL - incoming to and outgoing from Ddmashen substation

•      construction of approximately 5 km 220 kV single circuit OHL – “Gosh” OHL incoming to Ddmashen substation

•      replacement of approximately 50 km 220 kV “Lori” OHL (rehabilitation of No. 1 up to No. 14 and No. 131 double circuit towers and replacement of No. 15 up to No. 130 towers with the new ones)

•      construction of approximately 3 km 110 kV “Toumanyan 1,2” double circuit OHL

•      detailed design, manufacturing, procurement, transportation to site, unloading, temporary storage, civil works, installation (as well as installation of OPGW), testing, energizing works and services, commissioning and delivery of spare parts. The proposed transmission lines are partially in difficult mountainous terrain which will reach an altitude of 2,000 m (or above) above sea level.

•      supply of machinery, their testing and commissioning.

 

To be qualified, a Bidder must demonstrate to the Employer that he substantially satisfies the requirements regarding experience, personnel, equipment, financial position and litigation history, as detailed and specified in the Tender Documents. The main qualification criteria -among others- are:

 

General Experience:

The Bidder, being the leading partner in case of joint ventures/consortia, shall have an average annual turnover as a contractor over the last 5 years of 35,000,000 EUR equivalents. All financial statements shall be certified by an independent auditor.

 

            Specific Experience, Contracts of similar size and nature

The Bidder, being the leading partner in case of joint ventures/consortia, shall be a company having:

 

(a) Successful experience as a contractor for more than 10 years in the field of engineering, installation and construction of HV transmission lines.

 

(b) Successful experience as a contractor in the execution of at least four (4) turnkey contracts in execution of 380kV (or above) HV Transmission Lines within the last 7 years and with an individual contract value not less than equivalent 20,000,000 EUR. At least one (1) contract shall be completed outside of the Bidder’с home country.

 

            Experience in Key Activities

From the contracts presented above or others, at least one (1) Project shall have been executed in difficult mountainous terrain on a height of 2,000 meter above sea level or more.

 

Procurement and Bid evaluation process will be carried out in single stage three envelope method (Qualification, Technical and Price Envelopes), as detailed in the Tender Documents in accordance to KfW procurement procedures.
